Really could not get close to him, hence the bad photos. I saw him on P Street between 16th and 17th St., on the northside. I lost track of him at P and 17th. He appeared to have a collar and name tag, but I couldn’t get close. He looked like he was a little dirty for being somebody’s indoor outdoor cat.
