Update: Took them to the emergency vet to scan their chips. Attempted to contact the owners but the # was disconnected. My texts with the woman from another building who went to Petsmart: “we think we found [owner’s apt] but they are moving. i’m going to put another sign by their door but most likely they were abandoned…. yes they live in my building and they are moving out. i put signs by their door bc my friend said they might come back for more stuff but im pretty sure they abandoned the dogs bc i have seen them on the balcony before for a long time.” The hospital informed me they could hold them tonight & then they go to animal services. The owners are given 3 days before the dogs are put up for adoption… I was hoping to let the hospital hold them for tonight, & I would come back in the morning to pick them up… If I release them to the hospital, I wouldn’t be able to take them back out. They would probably be separated after animal services.. I’m keeping them for now, however, I am unable to for long; I have a dog & cat in a small apt. I would love to, they are super sweet and relaxed. They napped on my patio for about 2 hours.
