Anyone recognise this dog? Puppy spaniel mix. Old Louisville.

Dog found very late the other night. Puppy, no collar, not sure about chip. Male, not neutered. Around Kentucky and S 1st st. Can't see in the pictures, but it has two different colored eyes. Edit: To make it clear, I'm looking for the owner.
