Lost Cat?

Saw this guy in North Portland off Lombard. Tried to run down to get a treat but by the time I came back, already gone. Very skittish. Only got the last 4 digits off the phone number, rest was covered by the bell: 7165. Hopefully this is someone's cat, or you recognize this cat
