Help/advice needed: someone stole my friend's dog in Bed Stuy and we are at a loss.

My friend was on her way home when she stopped at Green Farm Market on Lexington and Bedford in Bedstuy to buy her pup (a chihuahua) some food at 9:15. She left him tied outside for one second, and the dog was gone. She filed a police report and was out all night looking for him, but, so far, no leads. Clearly, she is frantic and will give any amount of money for her tiny friend back. Has anyone had anything like this happen to them? Is there some sort of dog ring that perhaps he got into? Should I post this in ? I have no idea how to start helping, and this is just a shitty situation. Pic for the lost little one is here. Any insight is so greatly appreciated.
