lost dog in washington park?

saw this little guy at park and cascade in washington park neighborhood, at 2:40. he has a flea collar on maybe? didn't see any tags, didn't want to come over, barking a lot. little white dog with curlicue tail and an underbite. may be male or female, didn't check
