Missing cat near police station on west st?

Saw these two cats, the black one looks recently shaved which makes me think she’s someone’s and not a stray, also they seemed okay with people. Black cat walked us over to friend orange cat, and based on black cats belly looks like she might’ve had kittens before and worried that now THEY have kittens.
