Lost dog?

Driving along Del Paso and saw this guy walking along the side of the road near the Baxter intersection- I know the pictures are awful but it’s the best I could do because he seemed stressed and didn’t want to be close to me. My guess is a older lab mix, chubby and brownish, walked with a lump in his back legs and had a chain collar with a blue tag but I couldn’t get close enough to grab the number.
